Keep tags in the narrowest scope
A tag in Program Tags can only be used by its own program, so another program cannot change it by mistake.
Why
- Inputs, outputs and values two programs share belong in Global Tags.
- Timers, counters, step numbers and other working values belong in Program Tags.
